What is the Enterprise SMS Portal?
It is a new web portal created by EITC for Enterprises (“Brands”) that plan to send promotional SMSes to their customers in line with the TDRA Mobile SPAM Policy requirements. The portal enables the Enterprise (“Brand”) to open their accounts with EITC and directly apply for promotional sender IDs, as well as manage and upload consent information of their direct customers.

Who can use the Enterprise SMS Portal?Any Enterprise (“Brand”) in the UAE that wishes to send promotional SMSes to their customer base is required to open an account with EITC to apply for Sender IDs and upload consent information of their customers.

Do Enterprises (“Brands”) require Bulk SMS Service from EITC to use the Enterprise SMS Portal?No. Any Enterprise (“Brand”) in the UAE that wishes to send promotional SMSes to their customers can open an account. Such Enterprises (“Brands”) can get Bulk SMS Services either directly from EITC or any other Bulk SMS Service Providers (Aggregators) in the UAE.

Why do Enterprises (“Brands”) need to open an Enterprise SMS Portal account to send promotional SMSes?As per TDRA Mobile Spam Policy, telecom operators in the UAE are required to store mobile subscriber consent information in their systems. The availability of the consent information ensures that the mobile subscriber has provided legitimate consent to the Enterprise (“Brand”) to receive promotional SMSes from the Enterprise (“Brand”). In case such consent information is not available with the telecom operator, no promotional SMSes are to be delivered to the mobile subscriber. The Enterprise SMS Portal provides a web interface to the Enterprises (“Brands”) to upload consent information onto the telecom operators’ systems in order to be compliant with the TDRA Mobile Spam Policy.

Is there any charge to use the Enterprise SMS Portal?Currently, EITC is not charging any Enterprise (“Brand”) to use the Enterprise SMS Portal. Registration of sender IDs and consent upload will also not be charged. EITC reserves the right to charge for provision of the Enterprise SMS Portal and its facilities with a 30-day notice period.

Do Enterprises (“Brands”) who only send transactional SMSes need to open an Enterprise SMS Portal Account?No. Any Enterprise (“Brand”) that does not send promotional SMSes does not need to open an Enterprise SMS Portal Account. They can get their transactional sender IDs registered with EITC as per the existing process. If they have a Bulk SMS service from EITC, they will continue to use the existing process to get transactional sender IDs approved. If they are using EITC Bulk SMS Service Providers (Aggregators) for the transactional SMS services, the Bulk SMS Service Providers (Aggregators) need to register transactional sender IDs on their behalf.

How can an Enterprise (“Brand”) open an Enterprise SMS Portal account with EITC?In case the Enterprise (“Brand”) is using EITC Bulk SMS services, the customer will submit the Enterprise SMS Portal account Opening Form to their respective Account Manager. In case the Enterprise customer is availing services of EITC Bulk SMS Service Providers (Aggregators), then the Enterprise (“Brand”) should submit the Enterprise SMS Portal Account Opening form to their respective Bulk SMS Service Providers (Aggregators) who will in return submit the form to EITC. Once the form is accepted by EITC and the account has opened, the Enterprise (“Brand”) will automatically receive a link on their email to activate the account.

What kind of documents are required to open an Enterprise SMS Portal account?
The Enterprise (“Brand”) is required to submit a duly filled Enterprise SMS Portal Account Opening form along with the copy of their valid Trade Licence/Establishment Card/Decree. It must be ensured that the Trade Licence/Establishment Card/Decree has a minimum 30-day validity at the time of submission.

In case an Enterprise (“Brand”) is not an EITC Bulk SMS customer, can they open an Enterprise SMS Portal account?
Yes. Any Enterprise (“Brand”) can open an Enterprise SMS Portal account as long as:
- They get Bulk SMS services directly from (EITC Bulk SMS customer)
-They are getting Bulk SMS services through a Bulk SMS Service Provider (Aggregator) who is an EITC Bulk SMS customer -
In case an Enterprise (“Brand”) is not an EITC Bulk SMS customer and not a subscriber of any Business/Enterprise services from EITC, can they open an Enterprise SMS Portal account?
Yes. In case an Enterprise (“Brand”) does not have any Business/Enterprise services or an account with EITC but gets Bulk SMS services through EITC Bulk SMS Service Providers (Aggregators), they can open an Enterprise SMS Portal account with EITC. The Enterprise (“Brand”) will be required to submit the Enterprise SMS Portal Account Opening form to their respective EITC Bulk SMS Service Providers (Aggregators).

What is the process of submitting an Enterprise SMS Portal Account Opening form through EITC Bulk SMS Service Providers (Aggregators)?
Any Enterprise (“Brand”) that is getting Bulk SMS services through EITC Bulk SMS Service Providers (Aggregators), needs to approach their respective EITC Bulk SMS Service Provider (Aggregator) to EITC to get the Enterprise SMS Portal Account Opening form. The Enterprise (“Brand”) must submit the duly filled form along with a copy of the valid Trade Licence/Establishment Card/Decree to their respective Service Provider who shall then submit it to EITC.

Once an Enterprise SMS Portal account is open, what are the next steps?
Once an Enterprise SMS Portal account is open, the Enterprise (“Brand”) will automatically receive a link to activate their account. The Enterprise (“Brand”) will click the link received in their email to set a password for their account. Once the password is set, the Enterprise (“Brand”) can log into their account and perform the following steps to upload consent:
1- Register for promotional Sender ID: Enterprises (“Brands”) will be required to apply for promotional sender ID(s) and upload required documents.
2- Create Consent Template: Once the promotional sender ID is approved by us, the Enterprise (“Brand”) will be required to create a Consent Template. A Consent Template is created to contain the set of “Keywords” accepted by mobile subscribers while subscribing to promotional SMS campaigns. Every sender ID must be linked with a Consent Template to upload consent information.
3- Upload Mobile Subscriber Consents: Using approved Sender ID and Consent Template, the Enterprise(“Brands”) will be required to upload Mobile Subscriber consent information. Once Consent are approved in the Portal, Enterprise(“Brands”) can then send Promotional SMS to their customers. -
Does EITC only offer an Enterprise SMS Portal in the UAE?
No. Both operators offer this portal to all Enterprises (“Brands”) in the UAE. It is up to the Enterprise (“Brand”) to decide where to open the Enterprise SMS Portal account depending on the nature of the Bulk SMS service connectivity of the Enterprise (“Brand”).

Can an Enterprise (“Brand”) open an Enterprise SMS Portal account with all operators in the UAE?
Yes. The Enterprise (“Brand”) can open an Enterprise SMS Portal account with either or both operators in the UAE. However, they can register a promotional sender ID with only one operator. In case the promotional sender ID is registered with EITC, the same sender ID cannot be registered with another operator. The Enterprise (“Brand”) can only upload the mobile subscriber consent to the operator with whom they have registered the promotional sender ID.

Does the Enterprise (“Brand”) need to upload consent information on both operators?
No. The Enterprise (“Brand”) is only required to upload consent on any one operator with whom they prefer to register their promotional sender ID. Once a consent is uploaded successfully to the portal, the consent information can be used by any operator. The Enterprise SMS Portal is based on a Blockchain solution developed jointly by both operators in the UAE – hence, all uploaded consents are shared between both operators.

Is the Enterprise (“Brand”) limited to use only a single operator with whom their sender ID is registered?
The Enterprise (“Brand”) may have Enterprise SMS Portal accounts with both operators. However, a particular sender ID can only be registered with a single Enterprise SMS Portal account. Consent information will only be uploaded from the same operator where promotional sender ID is registered. However, consent information can be used across both operators.

Is the Enterprise (“Brand”) limited to use only a single Bulk SMS Service Provider (Aggregator)?
No. Once an Enterprise SMS Portal account is open and consents have been uploaded by the Enterprise (“Brand”), the customer may use any Bulk SMS Service Provider (Aggregator) to send promotional SMSes to their customers provided the Bulk SMS Service Provider (Aggregator) has already whitelisted their approved sender ID with any of the two operators in the UAE.

Can an EITC Bulk SMS Service Provider (Aggregator) or EITC Bulk SMS customer open an Enterprise SMS Portal account with EITC?
Yes. Any Enterprise entity can open an account with EITC including any Bulk SMS Service Provider (Aggregator) or any other Enterprise (“Brand”) - for example: a Bank or Government entity. For Bulk SMS Service Providers (Aggregators), they can register their own promotional sender IDs to send promotional SMSes to their own customers only.

Once the promotional sender ID is registered on the Enterprise SMS Portal, do EITC Bulk SMS customers or Bulk SMS service Providers (Aggregators) still need to whitelist sender IDs on Short Codes?
Yes. Registration of the sender ID through the new Enterprise SMS Portal and whitelisting of the sender ID on Short Code are both different processes. Registration of sender IDs on the Portal is directly done by the Enterprise (“Brand”) to whom the sender ID belongs and who can send promotional SMSes directly to their own customers using such a sender ID. In case the Enterprise (“Brand”) is represented by the EITC Bulk SMS customer or themselves – for example: a Bank or Government entity, the EITC Bulk SMS customer will also be required to have the promotional sender ID whitelisted on their allocated Short Codes as per the existing process.
In case the Enterprise (“Brand”) is using the services of EITC Bulk SMS Service Providers (Aggregators), the Bulk SMS Service Providers (Aggregators) will have to whitelist the promotional sender IDs of the Enterprise (“Brand”) on their Short Codes as per the existing process. -
After the launch of the Enterprise SMS Portal, do Enterprises (“Brands”) need to whitelist all their existing sender IDs again?
No. Sender IDs that are already whitelisted do not need to be whitelisted again. However, all promotional sender IDs need to be re-registered on the Enterprise SMS Portal.

If the mobile subscriber uses 7726 to opt out of a particular sender ID, will their consent be automatically removed from the Enterprise SMS Portal?
No. Consents and 7726 opt-outs are two different mechanisms. Consent is uploaded by the Enterprise (“Brand”) and can be revoked by the Enterprise (“Brand”) on the Enterprise SMS Portal. If the customer sends an opt out to 7726, it will block the delivery of the particular sender ID and will not impact their consent status. To remove their consent from the portal, the Enterprise (“Brand”) will have to revoke it from the portal.

Will the mobile subscriber still receive promotional SMSes if their consent is on the Enterprise SMS Portal and they have sent an opt-out request to 7726?
No. If a mobile subscriber has sent an opt-out to 7726 for a particular sender ID, then the mobile subscriber will not receive any promotional SMSes from the particular sender ID even if a consent exists.
