About NOC
NOC stands for No Objection Certificate. It is issued by du to guarantee, the compliance of the property consultant and contractor with our standards and requirements. Our goal is to assist property developers through a “No Objection Certificate” (NOC) process that includes design drawing validation, material sample checking and site inspections during implementation, which will assure a proper delivery of our services. The design guidelines document in this website is the main reference to all consultants and contractors during their NOC’s submissions, this guidelines document is based on our prior experience of offering quality telecommunications services across key developments in the UAE. We advise our clients to use qualified and certified professionals in all aspects of the NOC’s process/stages and implementation of the design guidelines during construction. Developers are encouraged to engage with EITC at an early stage through the NOC process so that any process and/or design issues may be resolved. If property developers or tenants have special requirements that may not be covered by TDRA building guidelines, it is necessary to engage with EITC design teams at an early stage of development planning to enable seamless delivery of premium telecommunication services launching.How to apply? (Process Of Obtaining Our Services)
- Developer to assign a consultant to apply for design NOC and a contractor to apply for construction and material NOC’s from EITC.
- Consultant or Contractor need to obtain the necessary NOCs [No Objection Certificate] by approaching EITC NOC department.
- After obtaining the NOC [design, construction and Material] and after completing 70% of the telecom systems, the consultant or contractor can request for site inspection. Click here for more.
- If our requirements [Telecom rooms, Customer premises setup and cable containments] are snags free, we will take over the telecom rooms and provide the services after 30 working days from the handover date.
- Properties should not be occupied prior to EITC service availability.
- We will inform the client upon service availability and accordingly, the client will notify tenants to approach our retails for service requests and activations.
du NOC requirements
For OSP/civil Infrastructure NOC
- The submittal must be in the form of Two hard copies and one soft copy (Auto-CAD format) along with a fully completed NOC application form.
- Submitted drawing projection must be clearly mentioned in the drawing plans.
- Any changes to the approved drawings will invalidate the NOC and will require another application to amend the NOC.
- Any resubmissions should include both the updated documents and the last submitted items including a copy of rejected drawings if needed. Incomplete attachments will not be accepted.
- Telecom ducting infrastructure needs to hand over to EITC at least Eight weeks before telecommunication service is required.

For Building NOC
- It is the responsibility of the building consultant/contractor to liaise with the project ducting infrastructure consultant(s) to coordinate the entry points into the building.
- The submittal must be in the form of CDs (soft copy of Auto-CAD and PDF formats) along with a fully completed NOC application form.
- Any changes to the approved drawings will invalidate the NOC and will require another application to amend the NOC.
- Any resubmissions should include both the updated documents and the last submitted items including a copy of rejected drawings if needed. Incomplete attachments will not be accepted.
- EITC Telecom Equipment Rooms should be ready, as per TDRA building guidelines version 2.0, at least Six weeks before telecommunication services will be required.
Checklist for Infrastructure NOC
- Key plan and detailed master plan drawings of development showing land use and plot numbers.
- Road cross section details.
- Project Population Plan/utility calculation.
Checklist for Building NOC
- Site affection plan along with Project Population Plan/calculation.
- Detailed SCS Building Floor Drawing showing equipment room positions, room layouts, ACP/CP layouts and SCS containment systems.
- SCS schematic drawing (riser diagram).
- Electrical single line diagram related to telecommunication facilities (including GSM).
- Detailed GSM Floor drawings (all floors including basement) showing GSM room positions, GSM risers, GSM room layouts including MEP details and GSM containments (horizontal and vertical) as per NOC guidelines (GSM/mobile).
- GSM schematic drawing (riser diagram) showing GSM room floor location and horizontal/vertical containments.
- GSM lead letter to be attached.
Terms of Access
Rights and obligations of the Licensees:
- Conduct surveys to assess the suitability on a 24 hour a day, 7 day a week basis or otherwise of the deployment of Public Telecommunications Network infrastructure and installation of equipment on, under or over the land or elsewhere;
- establish, extend, develop, and maintain Public Telecommunications Networks including the laying and extension on a 24 hour a day, 7 day a week of ground and aerial cables and service lines, whereas this shall include building new or extending existing infrastructure to reach in-building consumers;
- Construct buildings and other necessary installations, inspect, maintain, repair, alter, upgrade or operate apparatus on a 24 hour a day, 7 day a week that belongs to EITC and is on, under or over the land or elsewhere and without prior notification to the building owner;
- Connect to a power supply on a 24 hour a day, 7 day a week or other utility service; or lop or cut back, or require another person to lop or cut back, any tree or other vegetation that interferes or will or may interfere with Public Telecommunications Network apparatus that belongs to EITC.
- EITC have the right to enter any Private Land without prior notification or consent of the Landowner or the Landowner’s representative for the purposes of providing or maintaining the Telecommunications Services.
Rights and obligations of the Landowner:
- Landowners shall work with Licensees in good faith to allow all Licensees to exercise their rights for the purposes of the provision of Public Telecommunications Services through the establishment or maintenance of Public Telecommunications Networks, the interconnection of Public Telecommunications Networks, or the sharing or collocation of facilities and sites.
- Where necessary, and to the extent possible, Landowners shall assist any Licensee to notify persons living and working on Private Lands of upcoming works, where such person(s) is likely to be impacted by the upcoming works.
- The concerned Landowner shall not obstruct any other Licensee from entering and remaining on the same Land for the purposes of the provision of Public Telecommunications Services through the establishment or maintenance of Public Telecommunications Networks, the interconnection of Public Telecommunications Networks, or the sharing or collocation of facilities and sites.
- All obligations on Landowners relating to access rights shall also apply to the administrators nominated by the Landowners to administer their Private Land.
- Landowners shall not discriminate between the Licensees, or commit any acts which may distort competition between Licensees, including obstructing access to the Private Land, either directly or indirectly, for example by refusing to share information, such as technical documentation, necessary to exercise the rights set out in this Regulation.
- Landowners must give Licensees reasonable prior written notice of any intended action that would or might affect the continuous operation of the infrastructure, including causing an interruption to any power supply to which the infrastructure is connected.
- Landowners must inform the Licensees of any fault or damage to the telecommunications infrastructure located on the Private Land or any circumstances which may create a risk of such damage, interruption or degradation of service they are aware of.
- In cases requiring urgent attention, including but not limited to fault inspections, diagnostics and or repairs, Landowners must facilitate the Licensees immediate access to the Private Land.

All brand names below must comply to our regulations:
- du Standard on structured cabling as per the latest TDRA building guideline.
- Keep the supporting documents up to date (i.e., product update, new partners/installers, etc.) and submit them to EITC.
- Ensure proper technical support is provided to the authorized installers at all times within the duration of our projects.
- The below Brand List serves as a guide and reference only to all project developers and owners, project consultants and contractors to help them choose the best products in the market to meet the optimum structured cabling solution according to international standards, best practices and TDRA building guidelines 3.0.
- The below Brand List is not permanent and is subject to revision/change if required, or if deemed necessary by EITC.
- For all submitted projects, final and official approval will be given by EITC in the NOC stage. We will not be responsible for any issue between the client (project owner/consultant/contractor) and the chosen brand or its company and affiliates that may arise due to non-compliance to TDRA guidelines, standard and NOC regulations.
